This is a reminder that as of January 1, 2010 the Office of Research and Sponsored Programs will only process SharePoint routing forms

The National Science Foundation requires the University to have a training plan in place by January 4, 2010 for Responsible Conduct of Research. ALL future NSF proposals MUST have a section devoted to RCR.  Please contact the Office of Research if you have questions about this section of your proposal. UNO’s plan has been posted to the UNO website so that principal investigators will be able to reference the plan in their proposals. Responsible conduct of research focuses on defining and implementing policies and procedures which strengthen the integrity of the research enterprise and protect the University from assuming unreasonable risks associated with research, which is a cornerstone of the university mission. These policies and procedures seek to eliminate or significantly reduce risk of injuries to persons or damage to property; risk associated with contracts; risk of conflict of interest; risk of breach of confidentiality; and risk associated with copyrights, patent infringement and technology transfer. Adhering to a responsible conduct of research policy also includes protection of the researcher.

You may already have received the request below to take a survey for the Office of Research.  ORSP needs to gather information on the number of faculty and staff who are veterans.  For those staff that are veterans we require a little more information.  If you indicate that you are not a veteran, the survey will end at that point.  If you have already taken the survey you do not have to take it again.  We have noticed that the email may go to the Junk mail folder for some users, we are resending the link from a UNO email account.  Because of the importance of the VETS100a form we need to get a high response on the survey.  My apologies for sending this to you a second time.   Again, if you have already completed the survey, you do not need to take it a second time.

The Office of Research at the University of New Orleans needs statistical data from UNO faculty and staff to qualify for an $8M Navy contract.  The required information regarding veterans is not currently collected in PeopleSoft.   By accurately providing the information below in a timely manner you will help the University compete for this contract. 

We ask that you complete the survey by August 1.  The survey is very brief, only 5 questions.

Beginning January 18, 2011, proposals submitted to National Science Foundation (NSF) must include a supplementary document of no more than two pages labeled “Data Management Plan”. This supplementary document should describe how the proposal will conform to NSF policy on the dissemination and sharing of research results. See Grant Proposal Guide (GPG) Chapter II.C.2.j for full policy implementation.

Requirements by Directorate, Office, Division, Program, or other NSF Unit

Links to data management requirements and plans relevant to specific Directorates, Offices, Divisions, Programs, or other NSF units, are provided below. If guidance specific to the program is not provided, then the requirements established in Grant Proposal Guide, Chapter II.C.2.j apply.

Please note that if a specific program solicitation provides guidance on preparation of data management plans, such guidance must be followed.

NSF Data Sharing Policy

Investigators are expected to share with other researchers, at no more than incremental cost and within a reasonable time, the primary data, samples, physical collections and other supporting materials created or gathered in the course of work under NSF grants. Grantees are expected to encourage and facilitate such sharing. See Award & Administration Guide (AAG) Chapter VI.D.4.

“NSF is aware of the need to provide flexibility in assessment of data management plans. In developing a plan, researchers may want to consult with university officials as many universities have explicit data management policies. Some professional organizations also have recommended data management practices (e.g. The American Economic Association at A useful resource on preparing a data management plan can be found at ICPSR at, including some very useful examples. Additionally, organizations that offer to store data may also focus on specific types of data. For instance, Open Context ( and the Digital Archaeological Record ( provide data storage services for the archaeological community. NSF does not endorse the use of any specific repository.”

Attached is the new Facilities and Administrative Cost Rate Agreement (or indirect cost rate agreement).

Effective immediately use an indirect cost rate of 45% on all budgets submitted to the Office of Research an Sponsored Programs. If you have a budget that is pending submission to an agency please work with someone in Office of Research and Sponsored Programs to update the budget to reflect the new rate of 45%. All proposals pending submission to the funding agency should be updated to reflect the new rate agreement of 45%.

Open awards, or proposals which have already been submitted to an agency will use the rate in effect at the time the proposal was submitted.

Please remember that UNO is closed on December 23, 2010 and will not reopen until January 3, 2011. Proposals due during that time period should be submitted early.

Proposals for external funding require an electronic UNO Routing form be submitted by the PI and then be signed by the appropriate signatories. Since the Holiday break is fast approaching I strongly urge you to submit routing forms early. Some people needed to sign or process the paperwork may leave before the holiday break to travel and may not have immediate access to the internet. This may slow down the processing of routing forms.

The National Science Foundation (NSF) has made a significant change to its Grant Proposal Guide.  Effective for NSF proposals submitted or due on or after January 18th, 2011 inclusion of voluntary committed cost sharing is prohibited in NSF proposals unless required in the NSF solicitation.   In order to assess the scope of the project, all organizational resources necessary for the project (both physical and personnel) must be described in the Facilities, Equipment and Other Resources section of the proposal.  The description should be narrative in nature and must not include any quantifiable financial information.

The National Science Board’s (NSB) Merit Review Task Force is undertaking a thorough review of the National Science Foundation's two merit review criteria (Intellectual Merit and Broader Impacts). The merit review process is at the heart of NSF's mission, and the merit review criteria form the critical base for that process. Moreover, in the recently enacted America COMPETES Reauthorization Act, the Broader Impacts Review Criterion was specifically mentioned. The Task Force is now gathering input from a wide variety of stakeholder groups, and will be developing its report and recommendations during 2011. To ensure that all interested parties have an opportunity to provide input, NSF has established a web site through which you can submit your thoughts and ideas on several issues of interest to the Task Force ( Please take this opportunity to provide comments and suggestions for improvements, as the Task Force undertakes this important review. Benefits should be calculated on all regular employees of the University, including postdoctoral research associates and intermittent employees and included in the budget on all proposals. Benefits are not calculated on graduate assistants or student workers. The fringe benefit rate is never negotiable. The currently approved fringe rate is 32% for regular employees, and 8.2% for intermittent wage employees. This rate will be used for all awards dated July 1, 2009 or later. The fringe benefit rate is anticipated to be 34% effective July 1, 2011. Please use 34% for full time employees on all proposal budgets. You should continue to include a 1% fringe increase for full time employees in your annual budgets for future fiscal years. UNO has requested and anticipates that the fringe benefit rate for intermittent employees will remain at 8.2%. UNO is required to submit a Fringe Benefit Rate (s) proposal to DHHS on an annual basis. Accordingly, and in light of current and anticipated increases in the employer contributions to the different retirement systems, PIs may expect additional changes in future rates applicable to sponsored programs.
