Applications (RFA) for the EPSCoR Supervised Undergraduate Research Experiences (SURE) program for 2018. This program provides opportunities for female and underrepresented minority undergraduate students to participate in research with faculty mentors. Students accepted into the program will receive a stipend of $4,500, while the faculty mentor will receive $500 per student for costs associated with the research experience. Applications are due Friday, November 17, 2017. The RFA is available on the Board's Sponsored Programs website at http://web.laregents.org
 
All new proposal submissions should include summer tuition as a budget line item if Graduate Assistants are working in the summer.

All student employees – including all Graduate Assistant types (Teaching Assistant, Teaching Associate-IOR, Professional Assistant, Research Assistant) - should be enrolled in 3 hours if employed during the Summer term.

Requests for exception to this requirement should be submitted through the Dean of the student’s academic College for review by the Provost’s office. For example, if there are no courses available for the student to count towards their degree. There are other reasons for exceptions, and your dean should be consulted. Approved exception requests should be attached to the Personnel Action Form (101) for the Graduate Assistant.

The Board of Regents has announced a Limited Submission proposal opportunity. The Request for Proposal is available on their website https://web.laregents.org under the “Downloads” menu and “RFPs, Policies & Forms.” No institution may submit more than one application as a lead institution.

• Questions regarding proposal will be accepted by BoR until - 4:30 p.m. January 30, 2017

• Proposals Due by - 4:30 p.m. February 24, 2017

If you are interested in this proposal please submit the UNO Limited Submission Checklist to research@uno.edu no later than January 3, 2017. The limited submission form is available on the ORSP website: http://www.uno.edu/orsp/index.aspx

We will select the UNO proposal the first week of January so the Principal Investigator will have time to submit questions before the January 30, 2017 Board of Regents deadline to submit questions.

Each month the Office of Research conducts meetings to discuss various aspects to submitting and managing sponsored funded projects. Topics have included personnel forms, budgeting, cost share, award closeout, proposal submission, etc. We have also invited other departments to speak at the meeting; Payroll, HR, Purchasing, Graduate School, and IT have been guests in the past. The meetings are open for all to attend.

This month’s topic is the Board of Regents (BoR) funding opportunities that are currently open. We will discuss the upcoming BoR deadlines, eligible disciplines, and a budget template created to be used for BoR proposals. We will also review the internal routing form. If you are interested in these funding opportunities, please plan on attending.

The meeting will be held on Wednesday August 24th from 10 am to 11 am in ED 206. If you can’t attend and are interested in the programs, please contact your research administrator for assistance. If your discipline is not listed as eligible this year, keep in mind that you may be able to work with someone in an eligible discipline if your project can cross disciplines.

Consultants’ reports, including funding recommendations, for all FY 2015-16 Board of Regents Support Fund competitive programs are now available on the Board’s Sponsored Programs website, https://web.laregents.org. These reports include rank-order lists of proposals recommended for funding, as well as recommended funding levels. A memo is posted with the reports indicating the rank orders in each report for which monies are expected to be available. Reductions in budgeted funds of 10-15% were necessitated due to low investment returns to the BoRSF, so it is essential to read these documents together to understand which projects it is anticipated can be recommended to the Board for funding.

Applicants should note that these reports constitute official notice of consultants’ recommendations to be forwarded to the Board. Individual notifications or award letters, upon Board approval, are not provided.

The Board is expected to act on consultants’ recommendations, as well as on campus requests for matching funds to endow non-competitive professorships and first-generation undergraduate scholarships, at its meeting of April 27, 2016.

The Board of Regents made the following announcement: It has come to our attention that the Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Chapter I, and Chapter II, Parts 200, 215, 220, 225, and 230), which went into effect on December 26, 2014, contains provisions which effect the indirect cost rate that can be claimed for proposals and subawards submitted to federal agencies.

2 CFR 200, section 414, paragraph (c) (1) states that "the negotiated rates must be accepted by all Federal awarding agencies" unless deviation is required by Federal statute or regulation or when OMB is notified of any approved deviations by the Federal awarding agency head.

Furthermore, Paragraph (c) (d) further requires that the pass-through entities (i.e., the Board of Regents) comply with section 200.331,which states in 200.331(4) that "an approved federally recognized indirect cost rate negotiated between the subrecipient and the Federal government" must be included in the subaward by the pass-through entities.

What this means is that the restriction on indirect costs that can be claimed for federal NASA funds that was indicated in our RFP (i.e., 25% of wages, salaries and fringe) is no longer in effect. Institutions may charge their federally-negotiated F&A rate for the NASA portion of the funds. The Support Fund portion is still restricted to 25% of salaries, wages, and fringe, however.

For most Board of Regents (BoR) programs, the indirect cost is limited to 25% of salary and fringe benefits. BoR specific templates for one year and up to three year proposals have been posted to the Proposal Development page of the Office of Research website. Indirect cost is calculated using BoR’s limit also calculated is UNO’s waived indirect cost. If the BoR program does not restrict the indirect cost rate, continue to use the regular budget templates. Contact your Research Administrator if you have questions.

UNO submitted eight proposals to the Board of Regents Supervised Undergraduate Research Experience program.

This is limited to female undergraduate students or students (male & female) considered underrepresented minorities by NSF or students with disabilities.

Consultants’ reports, including funding recommendations, for all FY 2012-13 Board of Regents Support Fund competitive programs are now available on the Board’s Sponsored Programs website, http://web.laregents.org. The Board is expected to consider these recommendations, as well as on campus requests for matching funds to endow non-competitive professorships and first-generation undergraduate scholarships, at its meetings of April 24-25, 2013. Note that significant reductions in available BoRSF monies for new projects have resulted in cuts to the number of Priority I projects that can be funded.

Consult the funding memo, posted with the reports, for information on the Priority One projects that are likely to receive funding. In addition, please be reminded that no funding is guaranteed until the Board considers and approves consultants’ recommendations at its April meeting.
