DOE Implementation Funding Opportunity Announcement issued

The DOE has just issued the attached Funding Opportunity Announcement (FOA) for FY2011. This requires revision of the timetable contained in LA EPSCoR DOE EPSCoR Implementation RFP that was issued on March 24. A revised RFP will not be issued. The RFP is still available on the Board's Sponsored Programs website at http://laregents.org. Louisiana EPSCoR may submit only one statewide proposal to this competition. LA EPSCoR will utilize an external review panel to determine which proposal among those submitted under the LA EPSCoR DOE Implementation RFP will be recommended for submission to DOE. A Notice of Intent (NOI) is required before a proposal will be accepted. This NOI must be submitted to LA EPSCoR as noted in the Board's RFP, NOT DOE. Faculty who have already submitted Notices of Intent to this competition should either submit a new Notice of Intent or, if there are no changes, notify our office that the Notice of Intent is still in effect. Please note that the FOA states that "The relevant program office(s) and the associated scientific/technical point(s) of contact on the DOE (and not National Laboratory) staff must be identified on the first page of the application narrative. Applications not meeting this requirement will be deemed ineligible during the initial screening process." Applicants MUST identify the DOE program office/staff in the appropriate area on the NOI that is submitted to our office and provide a written communication expressing support/interest in the proposed research. Some important changes: Notice of Intent now due at BoR by close of business (4:30 pm) on May 23. See instructions in Board's RFP. The proposal is now due at BoR at the close of business (4:30 pm) on June 1. See instructions in Board's RFP. Proposals must request a minimum of $1 million per year and can request up to a maximum of $2.5 million per year for a period of three years. DOE has up to $4 million available for funding projects. The Board of Regents is providing $500,000 per year in cost sharing.

Both Mike Khonsari and I will be out of town attending EPSCoR meetings and will be unavailable to answer written questions until Friday, May 20. Questions will be accepted and answered through May 27. Answers provided in response to those questions will be periodically posted to the BoR website.
